Parental Consent Form: Players under 18 years old must have a completed parental consent form on file with the league. Please use this form for players turning 15 to 18 this year. Completed forms may be turned in to a league officer during Friday games at Valley View Park or mailed to:

ASA Approved Equipment: Only ASA approved equipment may be used in league games. For the full list of legal gear follow the link below. Balls used in games must be ASA approved, 44 cor/.375 or less, with the rating legibly marked.

Rules 2007

The Manassas Church Softball League uses the standard ASA rules, with some additional rules and some exceptions. For the full list of these "House Rules" see below. You may find useful this printer-friendly version.

Please Note: These are the league rules for the 2007 season. Changes for 2008 will be posted as soon as they are made available.

III Games
A	DH Start Times	Valley View: 6:30 and 8:40 PM; Dean: 7pm (depends on number of teams)
	DH Duration	Two hours to play two games. Coaches and umpires are jointly responsible for game time management.
B	Grace Period	10 minutes. Applies to first game of doubleheaders only. Must play with eight players if at the field. Grace time comes out of time available to play game.
C	Game Finish Times When Two DH Scheduled On A Field	Two hours per doubleheader. No new inning may start after 7:25 or 8:25 (early doubleheader); 9:35 or 10:35 (late doubleheader). Fields must be cleared no later than 10:45pm.
C	One Pitch	Use of one pitch is at umpires discretion or when both coaches agree.
E	Forfeits	If the first game is forfeited, there is a 45 minute grace period for the second game. The second game may start early and any extra time gained may be used to complete it.
G	No Umpire	Teams may start without an umpire. Umpire picks up upon arrival.
J	Valley View Rain Line / Cancellations	703-792-4750 x1641 after 3pm. From 3pm-6:30pm, umpire may cancel at the field. Late doubleheaders may play even if early doubleheader is cancelled
J	Jennie Dean Rain Line / Cancellations	Dean Rainline: 703-257-8237 Ext. 5. City is famous for cancelling games too early. Always call before going to the field.
N	Lightning / Weather Delays	Umpire waits 20 minutes for lightning to clear. Delay(s) are part of one hour game time. Umpire/league official may decide to postpone game vs wait if delay becomes too long to finish games on time.
VI Pregame
B	Home Team Game One	Coin flip.
C,E	Softballs	Hit your own, ASA 44/.375 or less. Women have option to hit 11 softball.
D	Softball Markings	Stamps must be clearly visible or umpire will discard.
	Softballs: Batting Team Throws in Wrong COR Or Compression	Umpires are to handle all softballs put into play. If a batter hits an illegal softball: play stands, ball is removed, coach is warned. Second offense (per DH): coach is ejected. Third (or more) offense: game forfeited.
S	Altered Softballs	If softballs are chilled or frozen coach is ejected two games and game is forfeited.
F	Bats	Consult ASA approved/banned list on ASA website. Players are responsible for knowing if a bat is legal. Using a non-approved bat results in game ejection. Play continues.
S	Altered Bats	Not limited to repainting, reworking, mechanically altering. Penalty: game forfeited. Player(s) suspended for minimum of one season.
H	Double First Base	Required per ASA. If a batter/runner tags white base on infield play: umpire will call the runner out (not an appeal play), unless an errant throw draws the first baseman into foul territory or the throw comes from foul territory.
I	Extended Pitchers Box	Pitcher may stand up to six feet behind rubber in "imaginary box". Must conform to all other ASA pitching rules.
K	Double Home Plate	All Division Five and Division Six games will use a double safety home plate and commit line. Force outs only at home plate. Umpire to enforce commit line.
L,M	Base Lengths	Valley View: 70 feet; Dean: 65 feet
N	Home Run Limits	Divisions 1-5: Two then one-up. Division 6: One then one-up. No one-up in bottom of the 7th inning, or bottom of the last inning when declared by the umpire.
N	Excess Home Runs	Singles. All runners advance one base regardless of being forced
N	Running Out Home Runs	Home runs are not run out. Simply clear the bases.
O	Lineup Number of Players to Start	If starting with eight: no penalty in batting lineup #9, #10 spots.
P	Adding Players After Start of Game	Start short, then may add up until 10 defensive players. Add unlimited EHs after the game starts until leadoff batter hits second time. Additions must go at bottom of batting order.
Q	Base Stealing	Per ASA, base stealing is not allowed.
VI Eligibility
B	Women players	Women may play in any division.
C	Minimum Age	Players must turn 15 during calendar year to be eligible. Under age 18: parental consent form submitted to MCSL.
J	Players that Umpire	Players may NOT umpire in the conference that they play in.
VII Uniforms
A	Uniforms	Matching shirts, matching color and style. Commercial numbers. Umpire enforced. Very loose jeans and wild pants not permitted.
B	Metal Cleats	Not allowed; no metal cleats, metal spikes, or any exposed metal.
C	Hats	Same style. Worn properly.
VIII Team Lineup
	Number of Players in Batting Order	Unlimited EHs bat as many as you like. But see and G below.
B	Loaning Player(s)	If a team has seven, may borrow player(s) from other team.
C	Rosters	City/County rosters due at March team registration meeting. Team cannot play until roster is submitted.
F	Courtesy Runner Rule	Teams may use last player to make out rule for any runner; not an official substitution. May do this up to three times per game. Courtesy runner must be male for male, or female for female. Team may pinch run player not in lineup; as an official substitution.
G	Number of Players to Finish Game	Must finish with the same number of players as in starting lineup or take an out.
IX Player Ejection
	Sportsmanship	Arguing with umpires, other team members, or use of bad language is not tolerated. Two game up to permanent suspension is possible.
	Alcohol	Not permitted on Prince William County Park grounds. One year ban from all parks.
A	First Ejection	Minimum two game suspension (in addition to game ejected from). Illegal substitution and accidental bat throwing not included here.
E	Push/Hit/Threaten Umpire or Player	Player suspended until further notice pending league hearing.
G	Obscene Language	None permitted. Ejection per umpires discretion.
H	Reporting of Ejections	Umpires, coaches will report ejection to MCSL@pwcsoftball.com with scores
X General Items
AA	Balls and Strikes	Start with 1-1 count. Play with a courtesy foul.
A	Game Mercy Rule	10 runs after five innings (or four innings if home team is ahead).
B	Flip Flop Rule	If game is out of hand, near the one hour limit, near fifth inning, umpire should recommend that the team ahead stay in field; other team bats two consecutive innings.
I	Runner Hit With Batted Ball	Runner is off base in fair territory and hit with a batted ball: runner out in all cases.
J	Infield Player Limits	No more than six fielders may touch infield dirt at time of ball being hit. Result: dead ball, one base award.
K	One-Pitch Rule	Umpire (or when both coaches are in agreement) may institute one-pitch rule to complete game due to time or darkness limits.
L	Slide Rule (Interference)	Per ASA a runner may not interfere with a fielders ability to make or receive a thrown ball. The runner has the responsibility to avoid contact if he is upright and decides not to slide. If out, the runner must slide or veer out of the fielders way.
M	Collision With Catcher	Per ASA rule, a runner may not bowl over catcher for any reason. Result: runner is out. If flagrant, runner may be subject to ejection, at umpires discretion.
